On January 17, 2019, the Manitoba Provincial Nominee Program (MPNP) issued Letters of Advice to Apply (LAA) to 249 candidates in the skilled workers and international graduates’ categories.

The breakdown of the LAAs is as follows:

• Skilled Workers Manitoba – 192

• Skilled Workers Overseas – 34

• International Graduates – 23

The lowest score in the Skilled Workers Manitoba stream was 545 points and in the Skilled Workers Overseas was 708 points.

Candidates selection is based on Manitoba’s specific economic needs and labour market requirements.

The MPNP updates the list of In-Demand Occupations on a regular basis. Manitoba immigration has the following streams:

1. Skilled Workers in Manitoba: a) Manitoba Work Experience b) Employer Direct Recruitment

2. Skilled Workers Overseas: a) Manitoba Express Entry Pathway b) Human Capital

3. International Education: a) Career Employment b) Graduate Internship c) Student Entrepreneur

4. Business Investor a) Entrepreneur b) Farm Investor

The average processing time is between 12 to 15 month



January 2 - MPNP issues 186 LAAs

MPNP issued 186 Letters of Advise (LAA), of these 24 were sent to Express Entry candidates.

The breakdown of invites is as follows:

International Education Stream - Letters of Advice to Apply issued - 22

Overseas Skilled Workers - Letters of Advice to Apply issued - 42; these candidates were invited directly by the MPNP under a Strategic Recruitment Initiative



November 15. Manitoba Provincial Nominee Program Accepting Applications for Exploratory Visit from Francophones

The Manitoba government is working with the Conseil de développement économique des municipalités bilingues du Manitoba (CDEM) in an effort to better attract and integrate francophone newcomers.

The Manitoba Provincial Nominee Program (MPNP) is accepting requests from bilingual francophone candidates for exploratory visits to the province, which will be supported by CDEM to help prospective immigrants establish stronger ties to francophone communities and local economic opportunities.  These pre-arranged visits allow potential skilled-worker applicants to research employment opportunities and communities to help them make an informed decision whether to relocate to Manitoba.

MPNP has updated its candidate screening guidelines to streamline the exploratory visit application process and selection criteria for applicants.  The minister noted this will allow program staff to process applications in a faster, clearer and more efficient way.

The visits grant would-be skilled worker candidates to research employment opportunities and communities in the province to assist them to make an educated decision on immigrating to Manitoba.

Furthermore, they do not need to have a relative/relation who is living in the province to be considered for an exploratory visit and an MPNP interview that could lead to an invitation to apply for a provincial nomination for Canadian permanent residence.

In 2018, MPNP nominated 235 francophone immigrants at Destination Canada, totaling 4.5 per cent of the year’s nominations.



October 24 - Manitoba PNP Draw

Manitoba Provincial Nominee Program (MPNP) issued 157 Letters of Advice to Apply (LAAs) invitation to skilled workers and international students.

Breakdown of LAAs category is as follows:

·         Skilled Workers in Manitoba - 117

·         The lowest score was 567

·         Skilled Workers Overseas - 24

·         The lowest score was 685

·         International Education Stream - 16

Students who graduate in Manitoba are eligible to apply. There are three categories: 1)Career Employment Pathway 2) Graduate Internship Pathway 3) Student Entrepreneur Pathway

Candidates need to submit a separate Expression of Interest to MPNP.



November 7 - Manitoba PNP Invites International Student Graduates

Manitoba Provincial Nominee Program issued 180 Letters of Advice to Apply (LAA) to graduate international Students, skilled workers and Express Entry candidates in a recent draw.

The Letters of Advice to Apply were issued as follows:

·         International Education Stream – 23

·         Skilled Workers out of Canada – 24

·         Skilled Workers in Manitoba – 133

The candidate profiles are graded based on a score of 1,000 that considers education, work experience, proficiency in English/French as some criteria.

The candidates invited in Skilled Workers in Manitoba had a score of 560 and higher, and had a full-time permanent job in the province. Whereas the Skilled Workers invited outside Canada had a score of 719 and higher, and had either close family or friends, or previous education or work experience in the province.

Among all the provinces, the application processing time in Manitoba is approximately 4 months. Nonetheless, the application needs to be validated by the province and government of Canada, hence the average processing time varies between 12 to 15 months.

September 12 - Manitoba Expression of Interest

Manitoba held the Expression of Interest (EOI) invitations for round #72 in the Manitoba Provincial Nominee Program (MPNP) and issued 347 letters of advice to apply (LAA) to candidates in various streams.

Skilled Workers in Manitoba

·         Number of Letters of Advice to Apply issued: 254

·         Ranking score of lowest-ranked candidate invited: 545

International Education Stream

·         Number of Letters of Advice to Apply issued: 40

Skilled workers Overseas

·         Number of Letters of Advice to Apply issued: 53 who were invited directly by the MPNP under a Strategic Recruitment Initiative

·         Ranking score of lowest-ranked candidate invited: 706

Also, 45 were issued to candidates who declared a valid Express Entry profile and job seeker validation code.

To date, Manitoba has invited 6,160 candidates under the various MPNP streams in fiscal 2019.
