December 6 - BRITISH COLUMBIA JOINS THE FEDERAL PILOT PATHWAY FOR SKILLED REFUGEES- EMPP

British Columbia is participating in the Economic Mobility Pathways Pilot (EMPP), as a partner with Immigration, Refugees and Citizenship Canada to allow skilled refugees to immigrate under the BC Provincial Nominee Program (BC PNP).

B.C. recognizes that many refugees have the skills and experience to help address the province’s labour shortages. The EMPP is designed to help employers find skilled refugees for positions that can’t be filled domestically.

During stage one of phase two, B.C. will nominate up to 50 EMPP applicants under the BC PNP Tech category.

November 1 - B.C. PNP ENTREPRENEUR IMMIGRATION REGIONAL PILOT - NOVEMBER 1, 2021

B.C. communities participate in the second phase of the BC PNP Entrepreneur Immigration Regional Pilot

More than 50 communities across the province have signed up to participate in Phase 2 of the BC PNP Entrepreneur Immigration (EI) Regional Pilot to attract and welcome new entrepreneurs to open businesses in these communities.

The EI Regional Pilot was introduced in March 2019 to support economic growth in smaller regional centres of B.C. and is an innovative collaboration between regional communities and the provincial government. Over the past two years, the pilot has demonstrated its ability to attract entrepreneurs from around the world and to contribute to regional economic development needs, despite the impacts of COVID-19.
The first cohort of participating communities can be found on the Entrepreneur Immigration page. This list will be updated as new communities finalize their enrolment.

The BC PNP Entrepreneur Immigration (EI) Regional Pilot has been extended until March 31, 2024.

Effective immediately, the BC PNP is temporarily pausing the intake of new registrations to the Entrepreneur Immigration (EI) - Base category.

The EI - Base category has existed in its current form since 2015. It enables the province to nominate foreign entrepreneurs for permanent residence who plan, through ownership and active management, to open a new business or purchase an existing one in British Columbia.

Given the impact of the COVID-19 pandemic on B.C.’s economy, the temporary pause allows us to review the EI – Base category to ensure it continues to meet its objectives to support government priorities and economic recovery, and prepare prospective applicants for the greatest chance of success.

The BC PNP Tech Pilot has been extended indefinitely and renamed BC PNP Tech to provide B.C. tech employers with the continued ability to recruit and retain international talent when local skilled workers are unavailable.

BC PNP Tech offers people in 29 tech occupations a prioritized pathway to permanent residency, and an opportunity to contribute to the Province’s shared prosperity and build a great life here in B.C.

B.C. is developing the highest quality local talent by introducing students to tech earlier, expanding tech training and education in post-secondary institutions and creating work experience opportunities.

Beyond accessing the skills and talent of B.C. workers, companies need to be able to attract skilled workers from around the world. Tech entrepreneurs and skilled workers from other countries can help grow B.C.’s technology sector, leading to more jobs for British Columbians.

March 25 - BC PNP EXTENDS THE ENTREPRENEUR IMMIGRATION – REGIONAL PILOT FOR 3 YEARS

The BC PNP Entrepreneur Immigration (EI) Regional Pilot has been extended until March 31, 2024.

The EI Regional Pilot was introduced in March 2019 to support economic growth in smaller regional centres of B.C. and is an innovative collaboration between regional communities and the provincial government. Over the past two years, it has demonstrated its ability to attract entrepreneurs from around the world and to contribute to regional economic development needs, despite the impacts of COVID-19.

With travel restrictions still in effect, communities across B.C. may have other priorities and are unable to focus on the EI Regional Pilot. This extension will help communities welcome new entrepreneurs to their regions, and be well positioned to support recovery post-pandemic.

In total, 65 communities enrolled in the initial pilot phase. Many will receive new entrepreneurs in their communities once international travel restrictions are lifted.

March 16 - BC PNP INVITES 506 CANDIDATES IN NEW DRAW

The invitations issued in today’s British Columbia (BC PNP) draw were from the Skills Immigration (SI) and Express Entry BC (EEBC) categories. The candidates who received invitations were from the Skilled Worker, International Graduate, Entry Level and Semi-Skilled sub-categories of Skill Immigration and Express Entry BC streams.

BC PNP provides a pathway to permanent residence for highly-skilled, in-demand workers and experienced entrepreneurs, so they can settle in B.C. and raise a family.

The B.C. PNP Tech Pilot was created in 2017 to help local tech companies recruit and retain the international talent they need when local skilled workers are unavailable.

Since the 2001 inception of the program, more than 44,000 workers and entrepreneurs have been attracted to the province through the PNP.

In 2017, B.C. PNP nominated 69 entrepreneurs who had invested in new or existing B.C. businesses and demonstrated an active management role. The entrepreneurs invested $56 million and created 147 jobs.

BC PNP Tech stream is a pilot which has been extended to June 2021. Six candidates in the Entrepreneur Immigration Base Category were invited and the minimum score was 126. This stream is for business owners and senior managers who intend to start a business in the province.

The Regional Pilot Stream under the entrepreneur immigration also received five invitation, the minimum score was 128. This pilot is intended to draw new business ventures in regional communities.

To be eligible for nomination through these streams candidates are required to have their profile on the BC PNP online portal and also register through the Skills Immigration Registration System (SIRS).

January 29 - Update to BC Provincial Nominee Program - Entrepreneur Immigration

On January 29, 2020, the province of British Columbia has made two key changes to the BC Provincial Nominee Program (BC PNP) Entrepreneur Immigration – Base Category as follow:

1) Introduction of a minimum language requirement, and

2) Elimination of the option for foreign entrepreneurs to include key staff in an application

Entrepreneur candidates are now required to submit proof of language proficiency to demonstrate that their language ability meets a Canadian Language Benchmark Level 4. The aim of having proficiency in one of Canada’s official languages will help new immigrants integrate in the province and allow the province to nominate strong entrepreneur candidates. The candidates will thus have an opportunity to improve their language ability once they arrive in B.C. to establish their business.

The elimination of Key Staff option will allow the principal applicant to be more involved in the day-to-day operations of the business, increase their interaction with suppliers and customers, and will also help to improve their language proficiency.

Key staff will continue to be eligible under the Strategic Projects category.

These changes will only affect new applications and will not impact those who have already registered/applied to the BC PNP EI – Base category.

On January 14, British Columbia invited 70 candidates in the Skills Immigration - Skilled Worker, Skills Immigration - International Graduate, EE BC - Skilled Worker, and EE BC - International Graduate streams. The lowest score was 90. This is the first Tech Pilot draw of 2020 in which invitations to apply were issued to qualified candidates with job offers in 29 key tech occupations.

HealthCare Professional and International Post-Graduate applicants under the Skills Immigration and Express Entry BC streams do not need an invitation to apply.

The BC PNP Tech Pilot issues weekly invitations to qualified candidates who have valid job offers in the key tech occupations. Candidates whose occupation is not listed in the key tech occupations, may still be eligible to apply. BC PNP conducts regular draws for qualified individuals across many different occupations, based on the annual allocation and the program’s processing capacity.

The number of invitations to apply is contingent on its annual allocation from the federal government (IRCC) and also its ability to conform to application processing time-line


January 7 - British Colombia PNP Invites 173 Candidates in First 2020 Draw

The British Columbia Provincial Nominee Program (BC PNP) issued 173 invitations to candidates to apply for provincial nomination for permanent residence in the Skilled Workers and International Graduate streams.

To be eligible for nomination candidates must have their profile in the federal Express Entry pool. The Skilled Workers stream is for both skilled and semi-skilled candidates whose occupations are in high demand in the province. Candidates need to register in the provinces Skills Immigration Registration System (SIRS), which assigns eligible candidates with a score that is based on number of factors such as - education, language proficiency, offer of employment, etc.

In this round of invitations, the score ranged between 85 and 105 points. The processing time varies between two and three months.

The two-year pilot is intended to attract entrepreneurs to create businesses in smaller communities that have populations of 75,000 or below.

The pilot is aimed at entrepreneurs who desire to start a new business. The candidates are required to invest $100,000, have a net worth of $300,000 and create one job for a Canadian citizen or permanent resident.

September 30 - British Columbia issues invitations to 65 Tech Pilot candidates

British Columbia held a new draw last week in the Tech Pilot stream and issued 65 invitations to apply (ITAs). The British Columbia Provincial Nominee Program (BC PNP) Tech Pilot targets eligible candidates in one of 29 in-demand technology occupations. Candidates are invited in the following categories:

·         Skills Immigration — Skilled Worker

·         Skills Immigration — International Graduate

·         Skills Immigration — Entry Level and Semi-Skilled

·         Express Entry BC — Skilled Worker

·         Express Entry BC — International Graduate

·         Entrepreneur Immigration

HealthCare Professional and International Post-Graduate candidates under the Skills Immigration and Express Entry BC streams do not need an invitation to apply.

The minimum score in this draw was 90. To be eligible the candidates must have a one-year, full-time job offer from a B.C. employer and the job offer must have a minimum of 120 days remaining at the time of application to the BC PNP.

To date in 2019 BC PNP has issued 6,467 invitations under all streams.



September 16 - British Columbia Provincial Nominee Program issues 546 ITAs

 

BC PNP issued 546 ITAs on September 3rd to skilled workers and international graduates; and 57 ITAs on September 10th in the Tech Pilot draw. The minimum score ranged from 90 to 100 points.

The breakdown of the minimum score is follows:

September 3rd:
EEBC - Skilled Worker, minimum score - 96
EEBC - International Graduate, minimum score - 100
SI - Skilled Worker, minimum score - 93
SI - International Graduate, minimum score - 98
SI - Entry Level & Semi-Skilled, minimum score - 77

On September 10, the minimum score for all the four categories:
1) EBC - International Graduate, 2) EEBC - Skilled worker, 3) SI - Skilled worker and 4) SI - International graduate was 90.

The number of nominations depended on various program and economic factors, including B.C.’s annual allocation, the B.C. Labour Market Outlook: 2018 Edition, historic BC PNP nomination trends and existing application inventory levels. For 2019, the allocation is 6,500.

The number and frequency of invitations to apply is based on annual nomination allocations from the Canadian federal government (IRCC), and the provinces ability to process applications in a timely way.



July 22 - BC: Licensing recruiters to protect foreign workers

Recruiters who help provide employment in B.C. for foreign workers will have until Oct. 1, 2019, to get a license.

The licensing requirement will give better protection to workers new to Canada, including people who enter under the Temporary Foreign Workers Program (TFWP) and are more vulnerable to abuse in the workplace.

Recruiters who operate without a license could face a penalty of up to $50,000, be imprisoned for up to one year or face both.

FACTS:

·         In 2017, the federal government issued approximately 47,620 work permits for foreign nationals destined for B.C., of which 16,865 were issued under the Temporary Foreign Worker Program.

·         In 2019, Statistics Canada estimated that there were 101,945 unfilled positions in B.C. during 2019’s first quarter, up 10% from the same quarter in 2018.

·         Manitoba and Saskatchewan have similar licensing requirements for recruiters of foreign workers.

British Columbia’s Regional Pilot

The two-year immigrant entrepreneurs pilot opened on March 14th and it is primarily focused to help small communities that have less than 75,000 people and are situated 30 kilometers away from large urban cities.

Approved entrepreneurs will obtain a Temporary Work Permit to start their business and can apply for provincial nominations for permanent residence upon meeting the terms of the agreement.
