The PASS Program: Empowering Internationally Educated Nurses
Canada’s healthcare system thrives on the expertise of skilled professionals, and Internationally Educated Nurses (IENs) are vital to addressing the nation’s growing healthcare demands. The Pre- and Post-Arrival Supports and Services (PASS) program, funded by Immigration, Refugees and Citizenship Canada (IRCC), is a transformative initiative designed to help IENs transition seamlessly into the Canadian workforce.
This free program offers tailored support for nurses both before and after arriving in Canada, ensuring they are well-prepared to contribute to the healthcare landscape.
For IENs still in their home countries with approved permanent residence, the PASS Pre-Arrival Program provides virtual resources, including webinars, online courses, and mentorship with Canadian nurses. These tools help nurses understand Canada’s nursing regulations, enhance language skills, and prepare for licensure exams like the NCLEX-RN. Once in Canada, the PASS Post-Arrival Program offers continued support through career guidance, networking opportunities, and workplace integration assistance, addressing barriers like cultural adaptation and credential recognition.
Since its inception in 2016, PASS has supported over 1,700 nurses from more than 140 countries, with services like resume preparation and connections to provincial regulatory bodies. With Canada aiming to recruit 33,000 nurses by 2028, particularly in provinces like Ontario and Alberta, PASS aligns with the 2025–2027 Immigration Levels Plan to prioritize skilled immigrants.
