Who can apply at a port of entry
To apply for a work permit at a Canadian POE (such as an airport, land border, or marine border), you must meet specific eligibility criteria under Canadian immigration regulations, particularly Section R198 of the Immigration and Refugee Protection Regulations.
Certain foreign nationals in Canada are no longer able to apply for a work permit at a port of entry. To provide guidance to IRCC and Canada Border Services Agency (CBSA) officers, these instructions have been updated to clarify who is and who is not eligible to make an application at a port of entry.
