• Lower overall admission levels

• Stronger emphasis on French‑speaking applicants

• A shift toward selecting individuals already living in Quebec

• Streamlined but stricter economic immigration pathways

The province’s goal is to balance labour market needs with its commitment to protecting the French language and ensuring successful integration.

Quebec – 444 Skilled Workers invited to apply through Arrima

Candidates whose applications were cancelled in June 2019 when the immigration reforms act came into effect were selected in this invitation round. The draw was aimed at Quebec’s Skilled Worker Program and had their Expression of Interest (EOI) in the Arrima system.

The selected candidates met the provinces criteria had:

• their application for selection submitted under the Quebec Skilled Worker Program was terminated

• they filed an EOI before the deadline for applying of December 17, 2019

• they met one of the following conditions:

• their application, which was terminated under the Act, and was submitted to the Minister, or

• they were residing the province of Québec on June 16, 2019, and they had a study or work permit.
