IRCC Updates C11 Work Permit Guidance for Business Owners

On May 27, 2025, Immigration, Refugees and Citizenship Canada (IRCC) released updated guidance for the C11 Work Permit under the International Mobility Program (IMP) [R205(a) – C11]. Aimed at entrepreneurs and self-employed individuals seeking temporary residence, the new criteria emphasize economic contributions and temporary intent:

• Title Update: Now called “Work Permit for Business Owners with Temporary Residence Intent.”

• Financial Requirements: Applicants must provide evidence of two funding sources—business capital and family living expenses.

• Express Entry Limitation: Work experience from C11 permits no longer qualifies for Express Entry points.

• Significant Benefit Focus: Applications must demonstrate clear economic, social, or cultural benefits to Canada, with a robust business plan and evidence of ties to the home country.

The maximum stay is set at 18 months, reinforcing the temporary nature of the program.
