IRCC’s New Policy Eases Job Transitions for Foreign Workers

On May 28, 2025, Immigration, Refugees and Citizenship Canada (IRCC) launched a temporary public policy to streamline job changes for foreign nationals in Canada holding closed (employer-specific) work permits. Effective immediately, this policy allows eligible temporary foreign workers (TFWs) to start new jobs before their new work permit is approved, reducing financial strain and enhancing labor market flexibility.

• Eligibility: TFWs with valid temporary resident status, a submitted work permit application under the Temporary Foreign Worker Program (TFWP) or International Mobility Program (IMP), and a valid job offer.

• Exemption Process: Workers apply for an exemption through IRCC’s online portal, typically receiving approval within 10-15 days to begin work immediately.
